National policy developments
The Government White Paper Higher standards, Better Schools for All (HMSO/DfES 2005) places personalising learning at the centre of education reforms. Addressing the needs of every learner includes considering the most effective provision for gifted and talented learners including underachieving groups. Raising the quality of provision for gifted and talented learners benefits all learners and provides evidence of the 5 Every Child matters agenda.

The National Programme for Gifted and Talented Education (NPGaTE)
In April 2007, CfBT was awarded the managing contract for the
national programme for gifted and talented education. Ann Bridgland from CfBT is the national G&T Lead Professional and will be developing a number of initiatives in the new national organisation.

The Primary and Secondary National Strategies
The National Strategies will be taking a lead on training Leading Teachers for gifted and talented education. Training for teachers will begin in autumn 2007.
Self evaluation tools for gifted and talented education
Three sets of Quality Standards are available to support institutions, individual teachers and local authorities in evaluating gifted and talented education.
- The National Institutional Quality Standards (NQS) for at whole school/college level
- The Classroom Quality Standards (CQS) for use by individual teachers
- The Local Authority Quality Standards (LAQS) for use by LAs
